Submit recommendations for Domestic Violence Prevention and Support Programs and Services!

The Title IV-E Prevention Services Clearinghouse requests recommendations for domestic violence prevention and support programs and services to be considered for systematic review. ACF is particularly interested in programs and services that directly address the needs of children, parents, caregivers, or families who may be at risk for domestic violence and addresses one or more of the following Title IV-E prevention program or service areas: Mental Health Prevention and Treatment, Substance Use Prevention and Treatment, In-home Parent Skill-based programs and services, and Kinship Navigator programs.

Purpose

This targeted call is an opportunity for the Clearinghouse to identify domestic violence prevention and support programs and services that have not previously been reviewed¹ and that may be eligible for systematic review. The targeted focus reflects evidence that domestic violence/intimate partner violence (DV/IPV) is an important, and often under-identified, factor in child welfare system involvement.

The Clearinghouse has retained all past recommendations, including responses to prior public calls and ad hoc submissions, and will continue to retain recommendations for consideration in future review cycles.

To be eligible for review under this targeted call, programs and services must:

Address at least one of the four program or service areas: (1) Mental Health Prevention and Treatment (2) Substance Use Prevention and Treatment, (3) In-home Parent Skill-based programs or services, and/or (4) Kinship Navigator programs. The program or service should directly address domestic violence, including intimate partner violence, or the needs of children and families who may be at risk for domestic violence.
Have an available book, manual, or other documentation: Programs and services must be clearly defined and replicable, with documentation that specifies the components of the practice and describes how to implement or administer it. There must be affirmative, documented evidence that the materials that satisfy this requirement exist and are available to the public to download, request, or purchase; materials may be presented in a web-based format.

Domestic violence is the focus of this call; it is not a separate Title IV-E prevention program or service area. Domestic violence prevention and support programs may address domestic violence or intimate partner violence directly, or the related needs of children, parents, caregivers, or families, but each program or service must independently meet the Clearinghouse eligibility criteria for at least one of the four areas above.

Recommendations should be sent to PreventionServices@abtglobal.com. All submitters will receive acknowledgment of receipt. Due to the volume of submissions, the Clearinghouse is not able to inform individual submitters when a program or service may be prioritized for review.

Program or service area(s) addressed: Specify Mental Health Prevention and Treatment, Substance Use Prevention and Treatment, In-home Parent Skill-based, and/or Kinship Navigator programs.
Version or adaptation of the program or service, if applicable.
Program or service contact information, including the developer or sponsoring organization and website, if available.
Citation(s) or links for available books, manuals, or other documentation describing the program or service and its implementation.
Indicate how the program or service manual(s) can be accessed.
Information about child welfare relevance and the population(s) served, including, if applicable, how the program supports child and family safety, family stabilization, or the needs of non-offending caregivers.
Information about available implementation supports, such as training, coaching, fidelity tools, or implementation guidance.

Submissions May Include Eligible Studies

The Prevention Services Clearinghouse conducts a comprehensive literature search for each program or service prioritized for review but welcomes citations for studies and/or copies of studies or other supporting research documentation. Any materials submitted with a recommendation will not be made public or redistributed.

What happens after you recommend a Program or Service?

Recommendations are logged and information about the program or service area(s), recommending organization, and other details are recorded by Clearinghouse staff.
Submitters receive acknowledgment of their submission's receipt, but the Prevention Services Clearinghouse is not able to inform individual submitters when the program or service may be prioritized for review. The Programs and Services Recommended for Review list will be updated after the close of the public call.
Clearinghouse staff then conduct an initial eligibility assessment of each program or service. Eligibility information is then used to prioritize and select programs for review as described in Section 2.2 of the Handbook of Standards and Procedures, Version 2.0. Our goal has been, and remains, to review and rate as many services and programs as quickly as possible and within available resources, to support states’ efforts to improve outcomes for children and families through implementation of the Family First Prevention Services Act.
